Q: what is the best satin varnish to use with these please?

I found I didnt need to use a varnish with these. They looked great after painted and cooked on low heat in the oven set the acrylic paint perfectly.

Q: Do they come with the paint or pens to draw on mugs ?

No you buy the porcelain pens or paints separately

Q: Can you use acrylic pens on them?

I bought the recommended pens on Amazon and they worked very well. Great results.
