Q: Are the fiber connectors SC/APC or SC/UPC ?

SC/UPC -- I used one of these (Lynn Electronics SCSCDUPSM-1M 9/125 Yellow Duplex Single-Mode Fiber Optic Patch Cable, SC-SC, 1 Meter in Length Yellow) to connect 2 of these converters to electrically isolate my cable modem from my router.

no. it comes with its own power supply. Use it.

Q: Will these definitely run off 5v as well as 9v? i haven't seen any mention of 5v operation on the tp-link site, and need one that'll run on 5v power

The product description explicitly says "supports both 5VDC and 9VDC external power supply" and since the seller is the TP-Link Store, I'd presume that to be true.
