Q: What is the fluid capacity of this tank?

I am not sure ; but the over flow tank works in my Mustang wells ; (quality) I have no problem with the One that I received; Tank size looks about the size of factors.

Q: Does this have a cold fill line or bar inside of the tank so you know how much to fill it?

No it does not have fill line , add coolant until halfway full then start engine. After engine warms, leave about 2 1/2 inches or so from top of tank you should be good.
