Does this control the load in any way? Dusk to dawn?

The short answer is yes but your question makes me think that you actually don’t know what the load connections are used for. Depending on your application you may not even need to use the load connections. I use the controller between the panels and a battery that only needs to supply power to an RV water pump. The pump simply connects directly to the battery and since it only runs intermittently has little chance of discharging the battery. The load connection are used when there is a small but continuous load such as a 12 v lamp that would run down the battery when there is no solar power charging the battery, such as overnight. In that case the load circuit shuts off the bulb if the battery voltage gets too low, preventing battery damage.

What is the current draw that the controller itself has? Will the controller itself drain the battery?

Very minimal, like anything if left long enough it will drain a battery, smaller batteries drain faster but I haven't had any noticeable change in battery life since connecting this in my teardrop.
