I’m looking to repair some pot holes, is this good for coating the surface prior to adding cold lay asphalt, and is it liquid enough to pour ?

Tack coat should really be used,bitumen primer will work but it has to be fully dry before applying the asphalt and yes it is a thin liquid easy to pour
