I do not believe it to be compatible. The Simplex pulley bolts are larger in diameter than the newer Campagnolo pulley bolts.

Is there a difference between indexed and friction derailler pulley System?

Yes. The friction pulley system just moves the rear derailler latererlly and you can adjust the position to wherever you wish. The indexed system as the name implies moves up or down a gear or two at a time each time you "click" or index it. As such the proper adjustment of the rear derailler is more critical so the largest and smallest gear is accessed as you index through the entire range of the gears that are available.
