Q: can this be opened from inside the hatch?

Since my anchor locker is really huge, I can fit in it and I assure you that unless some joker has the key outside and locks me in there, I can twist that post and get out. My fish and storage boxes don't have room for a 250 pound living human, so I'm certain that I'm not getting out of those alive if I'm latched in with these!

Q: Have a 2 1/4" hole. Will this fit/work? My existing latch is a Perko just like this one but handle broke in half.

Do not know the precise answer to your question....but I am certain that the latch's rating must be no smaller or larger than you hole size. Suggest you call customer service @ Perko in Miami as I had to.

Q: how many included in dealer pack?

I don't know how many are in a dealer pack but I can tell you measure the face across the original ones installed because there are several sizes. Hope this helps
