Yes it should 3/4 shrinks to 3/8

can i use a lighter to shrink it?

Yes but you will burn your fingers.... this is much more heavy duty than the little shrink wrap tubes most places carry.... it shrinks to about a half inch in diameter and probably close to 1/8 inch wall thickness.... I used a heat gun to shrink it. I advise the same

can you use a hair dryer instead of a heat gun?

Don't own a heat gun. Hair dryer and soldering iron work great. Later not as good for large tube though.
