Q: Does this give "true" rs232 ~12v signals on pin 2 and 3 rather than just 5v? also it says "no power outlet required" but there is a plug?! what gives?

Technically the original spec has been modified many times. In 1981 when I first dealt with it, the values were 15 volts positive and negative. Thanks to the IBM PC that only had 12 volts positive and negative, many people mistakenly think that is the standard. Currently the standard will accept positive and negative 25 volts, with any signal above 3 volts or below negative 3 volts being valid (that value has not changed). I know and understand what you are asking for, a non-TTL signal level. I am ordering this myself and will let you know.

Q: Is this taa compliant?

The country of origin is Taiwan. The company does has not posted a TAA cert. It is however, RoHS compliant and FFC approved. You may contact Star Tech for further info at Tel: (800)265-1844. As a product, I recommend it very highly. Sorry I cannot answer more directly.

Yes, you will be able to assign / change COM ports with the ICUSB23216FD. The ICUSB23216FD also supports COM port retention, which retains the assigned serial COM port values. Atha, StarTech.com Support

ICUSB2322I pulls power from the USB host and does not require a power adapter. If the preference is to use a power adapter, any 5V, 0.5A (or higher) with an M barrel connector will work. Brandon, StarTech.com Support
