Q: Is the plc-50dp actually pilot arc? what size breaker is required?

No it’s not. Pilot arc is just a ground wire added to the gun. More expensive consumables. Not really that important. Cheap guns work fine without arc. Turn the air up a little. 30 amp breaker on 220 should be fine. Works great on 110 too.
