Q: Does it have USB C charging?

No, not the model I own. It is micro USB and it comes with a charging cord. Awesome keychain flashlight; the best I've ever used.

Q: Could this be an amateur astronomy light to protect night vision... can you press on-off to go directly to red, and back to off?

Three quick presses of the "on/off" button will immediately activate the red LED in the side-body of the flashlight. Subsequently, if you wait a couple of seconds after the red light illuminates, a single press of the "on/off" button will turn off the flashlight. I don't do any astronomy, so I can't comment on whether it will be suitable for astronomy viewing purposes, but it will function as just described.
