Do I have to buy the caps separately or did the case i bought get mispackaged?

The bottle caps on wires should come in a separate bag. You will have to install them on the bottles. Did you look in the bottom of the box?

Is this product made in China and should there be a concern of lead ?

As far as I know they are made in Ohio usa
