Can this cover be used while the computer is on? Or is it mainly for storage, etc?

We use them covering computers in a steel fab shop to keep out dust and debris. Have not had any problems that I am aware of. It has an opening in the rear for ventilation.

I have had no problems regarding static so far.

How should i know wich size will fit my gaming cpu tower ?

Measure the dimensions of your case so you can compare it to the sizes available from the seller. The dimensions of my case is 9.13"W x 18.27"H x 20.59"D and i purchased the 10W x 20H x 24D cover...just to give you reference.
