It is just the covers.
I thought the lights were included. The photo is misleading. I basically paid over $30 for a bag of plastic light covers.

Great quality
The lights are so fun! Nice and bright -the three colors are rich and deep - not washed out. Great length - very happy with this choice!

They don’t last long:(
I really liked the lights when I got them. The only problem is after about two months of keeping them on consistently they would burn out. The first time they burned out I got a replacement but after the second time they expressed it being a one time thing. It’s a little ridiculous to pay $23.00 for lights that have a quarter year life span.

Just bought these for my girlfriend, and they are absolutely delightful. If you've got a thing for the Mardi Gras colors, these are the way to go.
