Q: Do these have a flat bottom (no ridge at bottom) and are the measurements on the inside or outside of the cup (meaning are the inside walls smooth)?

There is a circular ridge on the bottom. Markings are on the outside so the inside wall is smooth.

Q: Are these solvent resistant, like for paint and thinner?.

I have used to collect enamal paint from spray cans for mixing colors and transferring to glass storage bottles. Also used to thin enamal paints for air brush. Had no issues for short term use (less than 30 minutes).
