Can this cut my 18 gauge toenails? Normal toe clippers break

It's cheap metal. It has gone dull after minimal use cutting plastic models off their sprues... the parts that are intended to be cut! It should not be dull in other words.

Will his cut wire in silk flowers that’s thick?

I don't think it will they say for copper, silver, and brass. The thin steel wire in flowers would be ok, but you will have to cut it at the back of the blade near the joint.

Did you read the review about the guy who got hit in the eye from part of the cutter? You are supposed to ware Safety glasses when cutting.

No, was it a part of the cutter or a piece of wire being cut that did the damage? I've seen harder wire pieces fly across the room when cut. I wear glasses so I'm good.

Do these have a lock for not in use?

They do not have a lock for when not in use. But they do have a clear plastic blade cover to use to cover the cutter when not in use.
