Yes, I think that the shoulder pads can be used on a tote bag as well as they are detachable and the straps of tote bag are similar in size as a backpack.

Short answer: yes. These shoulder pads are designed for the Kanken Classic, but the straps for both the Classic and the Mini are the same width so they be used for both. Just be aware the Classic-size shoulder pads will be quite long on the Mini straps. Fjallraven does make shoulder pads designed specifically for the Kanken Mini. You can search for them specifically under "Kanken Mini Shoulder Pads".
