No it doesn't have a black border.

Q: Under description it says band is black and dial is brown. under features and details it say band is brown and dial is green. which is it???

Q: The watch loses about 20 seconds a day. Can this be fixed with an adjustment ?

Orient warranty specs are that the watch should run between -15spd and +25spd. If you're at -20spd then your watch is out of spec and should be returned to Orient for warranty service if you are within the warranty period. If out of warranty you will have to pay to have the watch regulated. The movement in this watch can be regulated via internal adjustment.
