how many volts does the led part of it take? and what resistors to use from a 3.3v source to make it work at max?

The spec. sheet says 20ma at 1.2 volts typically. I used it with a Arduino off a standard GPIO and used a 2.2Kohm resistor. That should work in most situations. Obviously it you don't get conduction on the other side you might lower that resistance but not to exceed 20ma.

Will this drive a 12 vdc coil on a relay that draws 150mA? What's themax current it will drive?

No. The max collector current is only 50mA.
