Q: How are they for outside use? Do they break easily?

Almost all of them break while tightening or simply flexing. They're cheap brittle plastic and are completely useless.

Q: Can these plastic wire ties be cut to be tight? I wanting to hold a metal on a gate.

You can pull them tight, and cut off the excess. I cut almost every one I ever use to length. Who wants the extra tail of nylon hanging out to take away from the items being tied together.

Q: Are these 8 zip ties re-usable?

They are not re-usable one , almost all zip ties had to cut off when remove , don't worry 100pcs inside each packing， it's enough for daily use
