This pump is not self priming. It will need to have water in (and the suction hose) it to begin suction.

What is the operating pressure and does it need a cut in cut out pressure switch?

Its about 40 lb pressure. I use it for continious circulation. If not using it for continious then I would say need a pressure on/off switch.

Can this pump run dry?

No, it's not designed to run dry.

Can the pump sit out in the rain?

These pumps are painted well to protect against rust and corrosion, but it is recommended to keep it under some sort of covering so it's not always exposed to the elements. In other words; having a roof over it will prolong the life of the pump.
