Yes. Page 74 of the manual tells you how to turn the power on/off to specific PoE ports. Page 106 for setting timers to do this.

Yes, you plug it directly into your router so that anything also plugged into this switch would get access to your WIFI router or modem. I don't think your WIFI router requires POE.
