Does this printer use hp 110 ink cartridges?

HP 475 printer takes HP 97 ink. HP 110 inks are used in HP photosmart a512, a526, a616, a617, a618, a626, a636, a646 printers. Thanks.

Could this printer be tied to a dslr for on-the-spot printing at an event?

I don't have the HP475 printer - I have the HP375 & it has a number of slots for the photo cards & a nice screen for some editing & you can print from those. It also has a USB port to connect to my computer so maybe you could attach a cable to your DSLR though it's much easier to slip the card into the slot & print from that.
