How do you get the gel higher to sharpen it?

I pull the bottom off and use a Bobby pin and push it up.

Hi, it says it come with a sharpener but it doesn’t. I just use my own sharpener. It is good and lasts all day though

I've used it a few times and the tip is now blunt so how do I renew gel nib ? I've twisted the base but it's not pushing up the gel nib.
