When the system is pressurized, water constantly runs into the drain pipe below the sink. What’s wrong / fix ?

I ordered this filter for a customer . As I recall , this is part of a reverse osmosis (RO) water system . Some water will run into the drain after the filtration starts but it should stop after several minutes . If not , the RO system itself may have issues .

How often do I have to replace this filter?

It depends on how much water you use daily. There should be a 'quality' tester included - check your water when you think it's necessary. Even with maximum usage, the filters should last at least a year.
