Does this have the spring inside of it?

i dont think so, the original hose has a protection that fits in the outside and looks like a spring...i am not sure about inside spring

Does this hose need the spring?

Reuse the old one if you can without destroying it otherwise... Note on the "internal spring": Gates website says it's not needed and I read that the only reason the springs are there from the factory is that the coolant is installed under high pressure vacuum in the vehicle during assembly and is there to keep the hose from collapsing from that. During normal operation of this particular vehicle, there shouldn't be a need for a spring to prevent a good condition hose from collapsing as long as there is nothing else wrong in the cooling system.

This is the hose underneath the radiator fill cap/next to the steering box?

Yes, the lower hose connects to the bottom of the radiator. It feeds cooler water to the engine block. The upper hose fills the radiator with hot water from the engine.

Will this hose fit my 2000 jeepgrand cherkee

Well you don't give enough information to answer your question since the two different engines that came in that Jeep take different lower radiator hoses. But doing the most basic of research on Rock Auto and google shows you either need a GATES 22485 if you have the 4.7L V8, or a GATES 22483 if you have the 4.0L Inline 6.
