Can they be used in actual card games or are they just blank decorative cards?

They are throwing cards, they have no numbers on them so you wouldn’t be able to play any kind of card game with them.

I have a bow n arrow Target block made of a harder styrofoam would these stick?

If you can throw them with enough force probably so. They stick in pink insulation foam really well. They do have a tendency to crack and chip if they hit harder surfaces.

Are these sharp at all?

Not “sharp”, though neither is paper and than can give a nice cut. Item truly is a plastic playing card with ‘aerodynamic’ designs punched into the corner (closely resembles a very thin credit card). Sticks nicely in packing or insulating foam type materials - also works with cardboard but requires either a harder throw or closer distance.
