Q: Is this router safe for mounting under a table? Will dust/chips fall into the motor assembly when it's operating upside down?

I have used this router mounted upside down in a router table many times without any problems. On my router table the opening in the table is only a little bit large than the router bit. There is dust and small chips that drops down some of which probably enters the router, but a periodic blast of air during routine maintenance has kept my router running smoothly.

Q: Does this model DW618 have the soft start feature??

Q: My husband wants a router he can attach upside down with a plate to his wooden workbench he built. Can this router do that? Do I need addl parts?

If he made his own router table, he won't need additional parts outside of a few screws. The fixed base will fasten directly to the underside of the table, so long as the gentleman has drilled matching holes centered around the hole the bit will sit through. Of course, he will need longer screws to reach through the thickness of the board, but we are talking pennies here.
