I have a Prime Account and thought there would be no delivery charge. I was checking out and noticed a $9.00 charge per bag,( 4 bags) is that true?

There is no delivery charge with Prime. You may have been inadvertently directed to Amazon Fresh or their grocery section where there is a minimum charge.

I just ordered dark chocolate cookie bark last week for $5.51/bag and now they are $14.41/bag. Why???

Wow. They are good but not that good! We may have to buy Tates cookies, break them up and drizzle dark chocolate & sprinkle with sea salt!

Product is amazingly delicious!. Delivery was disappointing. The package was packaged with freezer pack, but it was warm when it was delivered, so I put it in the fridge, but it became a block melted together. I opened the package right after it was delivered.
