Is the16w also short length?

Yes it is. I am 5 ft 1 1/2" & did not hem them. They were not ankle length for me, but came to the top of my foot.

what is the difference in petite and short?

Petite is the distance between the hips and the waistline. short is the length of the pant leg.

Are they Proportioned "AVERAGE" or "SHORT"? The term proportioned means nothing without average or short.

I'm not sure. I just know that when I buy Alfred Dinner slacks I by petite. They are Proportioned to the petite short length
