I'm making tutu's and was wondering will this product wash out in the washer?

I am not sure. I used this product to stiffen crocheted holiday pins. It does state on back of bottle that you can wash & reshape the item sprayed .

In light of the reviews I hate to ask but can anyone tell me, (besides the $$$), what's the difference between this & a plain old can of Spray Starch?

I experimented with both. I could only find regular spray starch. The item I used Stiffen Quick on was MUCH stiffer, even trying several coats of starch.It also held its shape better, whereas the starched item stretched out of shape.

Is this safe to use around cats/dogs for like crochet bow-ties to wear on their collars?
