Can I stick these to a clear backpack?

They have a great backing. I'm not sure on a Backpack but, definitely great for walls.

Are these waterproof? I was planning to put them on a pair of kids rental skis.

Not sure. They’re plastic but they might slide off. I’ve placed the decals on my daughter’s wall and no problems.

how many inches tall are stickers?
