They are not deseeded or stemless.

Are dryed chilies suppose to kinda sticky and bendy or are they suppose to be hard and crispy?

Dried chiles should be flexible, but only slightly tacky on the inside. If they are hard and crispy, then they are too old and will not be as flavorful.
