Powder-like. Very, very close to regular 10X sugar. It does tend to clump a bit, so prepare to either sift or put it through a food processor. All-in-all, I don't know what I'd do without it, since I bake for diabetics.

Does confectioners sugar change baked goods that call for granulated sugar?

In some recipes confectioners sugar will make the baked goods smooth, where granulated could be a little grainy. If it calls for granulated I'd say it is safe to use granulated. Personally, I like to experiment when cooking.
