You say the rate power is 250w but if you multiply 36v with 13 amp you get 468. could you explain the difference please

250w is the power rating of the motor, the 36v x 13A is the capacity of the battery (Power=volts * current). The two are independent of each other, but a larger capacity battery may give you a better range. Factors such as weight, temperature may also affect range. 250w motor is legal in UK for e-bike.
