Its imported , 3,cr 13 mov China steel and manufactured in China but for the price and quality of what your getting you can't argue...

is this, as good,better,or worse than the scaxe3?

I like the design of this weapon, but the Scaxe4 was not sharp enough to cut Jello. You could literally run the cutting edge across the back of your hand for an hour and only get a tired arm and a blister from the friction. After I sharpened it correctly, and threw it at my wooden target, it seems to be fairly well balanced.
