No it does not but you could drill small hole to allow it to drain.

How long is the chain that is shown attached to the bowl?

The chain is 12 inches in length.

Will this work in northern climates?

I live in upstate NY. I had mine installed last summer. "work" What is to work? The melted snow drips down the rain chain and into the basin. Copper will eventually turn a lovely green (like copper pennies and copper rooves and the statue of Liberty) Mine is still copper shiny. Don't know if this answers the question. It collects water just fine. The weight of the water keeps it grounded.
