How to fit a cga540 flow regulator to this?

A few quick technical notes: (1) Elsewhere on Amazon, this cylinder has descriptive text that reads 'Disposable Fuel Cylinder, Flame Type Oxygen, 500 PSI, Size 1.4 oz, Bushing Type CGA 601 Valve with Left Handed Threads, Standards Title 49 CFR DOT 39 NRC '.  (2) I believe that disposable oxygen cylinders in the US are all CGA-601 valves.  The CGA-601 is the same thread size and ratio as the generally used CGA-600, but it is left-hand threaded (as all oxygen valves are to prevent oxygen from being connected to an oxiduzable gas). (3) You would therefore need to get hardware to convert from the CGA-601 output by this cylinder to a CGA-540 valve, if that's what your regulator fits, for example.  (4) The comment in tomyk's response below that CGA-540 is a medical grade regulator is not quite accurate.  CGA-540 valves are also used on welding oxygen tanks of smaller size (see also, some 20 cu ft tanks for sale here in Amazon that require that valve size, as well as the KeepAlive baitwell oxygenation tanks).  (5) Nowadays, oxygen gas is all sourced from the same liquification-distillation method, so there is functionally no difference in the quality or composition of medical oxygen vs welding oxygen.  The main distinction is in the certification requirements on the gas and tanks, and the liability issues, which is why medical oxygen tanks are distinct and refill is controlled.  This is why most home brewers use welding tanks to oxygenate their wort, Andy why fishermen use welding oxygen to keep bait alive - fewer regulatory hassle and lower cost. Hope this helps!

Can I use this product for aquarium fish?

I love the first answer. Lmao! But no it cannot. And furthermore why would you be trying to add any sort of high pressurized air to a fish tank? They make these awesome little gadgets called tank pumps and water filters... They pull in the same air we breathe in a much less aggressive dorm. Fish definitely don't require close to 100% pure oxygen either. What we breathe is totally okay and even then.... They're fish, they know how to swim up and get a breath

Can I try this to loosen up my splendor not on my vehicle

I don't know enough about splendors to say.  I can say that this item is oxygen used with various gasses such as MAAP gas which is blows quite hot. You may also want to consider a heat gun.  Further, this product can be used in many places and not confined to something on a vehicle.

How many minutes of welding does one oxygen tank provide?

The answer you are actually looking for is about 10 to 15 minutes. I have this and the oxy runs out very fast. Too fast.the fuel will last a good while , but never had the oxy last more than 15 mins of straight use. That's with it turned down as low as possible for jewelry repair
