Would it fit a snappi buggy

No it wont fit the Snappi buggy

Would this clip onto a wheelchair or could it be modified by customer to fit on a wheelchair

I really don't know I think it depends on what type of wheelchair. my daughter is in a moulded wheelchair and it definitely wouldn't fit hers but you can buy proper rain covers for wheelchairs

Will my autistic 4 year old be able to pull this off & can you fold it back when not in use?

No my autisic 4 year old daughter has this it attaches tight to the frame i cannot put it on or take it off so i have to ask for my partners help it says you can't fold down the pushchair when it's on but i have no problem with that. It is a great pushchair and cover will last my daughter a while. Hope this helps.
