Does this come fully assembled

The only thing you need to attach are the casters. The filing drawers and cabinet itself is fully assembled.

The lick its not working why?

I presume you mean that the lock is not working. You're not saying if the lock will not turn or if you engage the lock, you can still open the drawer or what, so a better question will get a better answer. That said, I'd try opening the drawer, then seeing if the lock will work. If it works when the drawer is open, but not when it's closed, then check to make sure that the drawer is fully closed. Check to make sure the lock receiver is clear of gubbins. If the key itself won't turn even with the drawer open, make sure it is fully inserted. If it is fully inserted and still won't turn, you may need to request a replacement if the lock is important to you. If you turn the lock and it locks the top drawer but not the others, well, then you have a different problem, but still follow the same steps.
