Yes, you can program it for several messages, they will go in a loop or cycle. It's not timed, when your 1st message is done, the second one will follow and so on.

I had a lot of problems and I sent it back. Had a lot of problems getting a refund I do not recommend this sign

No, it comes with a usb that you plug into your computer, then you transfer programming from usb to sign board. I love the thing if that helps
