Are you supposed to chew these, or do they completely melt in the mouth?

You can do either. Personally I would prefer to simply allow them to melt in the mouth as that way they last longer and should, therefore, be more beneficial. However, I dare say they will still be effective if chewed. Lots of people swear by these pastilles and have done so for many years, including the friend that I have often bought them for.

Are these pastilles vegetarian?

Successor to Allen and hanbury, it is inconceivable that they would contain any but the purest ingredients, mostly the juice of blackcurrents.
