Q: it says it will adjust to 28” high. is that from the floor to the top of the wooden shelf, ie “total” height? i have only 28 1/4” where i need to sto

It looks like it will adjust to 28 inches from the floor to the bottom of the drawers underneath. From the floor to the top of the desk when it is laying flat, is about 3 ft at Max. I am 5'3" and it comes to my hip, at top hight.

Q: can the side tray be inverted so the cup holder is close on the right side? I paint, and need easy access to water

The large cup holder that is made to stay level even when the tabletop is tilted cannot be moved closer to the front, unfortunately. You could put a smaller, taller container in one of the closer round compartments, but you couldn't fill it very full because those tilt with the table.

Q: Can an adjustable Straight edge ruler be easily attached to the table?

I believe so My straight edge works well on this

Q: Can the flat surface go on the right side?

Main flat surface adjusts from 0 - 45 degrees , could not go on the right side
