Please can this case fit the new galaxy watch 4 assic 46mm

No. It clearly says for Galaxy Watch 3 (45mm)

Although there is a faint odor of plastic when package seal was broken. Not sure if it was due to adhesive or from the bevel adhesive. Either way not a bother to my sinus or way of develop adverse reaction.

Can the bezel ring be re-used?

I dont think so...cause it is just glue and may not stick again..i have not resued it so i really dont know.
