How many amps at 12 vdc?

This is a switch, so it is either on or off as a short circuit and should draw no amps on its own. It is rated at 10W. Using the formula P=I*V, your maximum amps would be I = P/V = 10watts/12volts = 0.833amps.

Is the switch open when up and closed when down?

It is either because you can remove the clip under the float and invert the float. The rod contains a magnetic switch that is "on" until the magnet approaches. The float has a magnet on one end. So it depends on the orientation of the float. You can use a volt-ohm meter to test the switch orientation/operation. Most importantly, the switch is only good for 1/2 of an ampere which is not much. However, I really like these switches as I use them to control the level in our coffee machines so I don't have to fill them. The switches are perfect for operating solenoid valves for filling an aquarium. However if you use them for turning on a pump in a sump you must use a solenoid switch capable of passing the amperage required.

Can it be interfaced with arduino?

Yes. I have used it with an Arduino and a Raspberry Pi. Simply use a pull up resistor from the +V (5V Arduino or 3.3V RPi) and use the switch to pull the input low (tie one wire to the input pin with the pull up resistor and the other wire to ground).
