I got this for my miniature house, what do i need to light these?

What you will need Is longer wire if the same guage and a 9 volt battery connector with an on off switch or a 12 volt ac/dc wall switch to operate the lights. Which ever one you prefer depending on how big your project is. I would also recommend solder and heat shrink small diameter to cover the exposed wire instead of electrical tape. Heat shrink adds a more cleaner and secure connection. You can find these items at evandesigns.com. hope this helps you out.

Can these turn on/off (blink) in response to a 10 Hz pulse?

Yes it should. I used an sine wave audio generator to test. The light comes on and starts to flicker at about 1.8 volts RMS--above 1.8 volts the light obviously becomes brighter. My generator goes down to 10HZ and it flickers/blinks noticeably at that frequency. The flickering stops and the light becomes steady at about 50HZ and above.
