Can multiple 10v control lines for led panels be connected in parallel?

I don't see why not, as it would just vary the control voltage from 0-10v dimming them together...

Can you tell me whether this is just a potentiometer or a truly 0-10vdc dimmer?

It varies the dc voltage between 0-10v. Connects to the purple and grey wires on a 0-10v led dimming driver. Not line volt dimmer.

How many watts can this handle I want to be able to control a 72 W led light

This is NOT a traditional dimmer. This is ONLY used with an LED fixture that uses a 0-10V control for dimming, this is the type of control for that (a PWM controller). The type of control you need depends on the type of LED light you have.
