Can’t say 100% There are lots of things that can create that, fret leveling, truss rod adjustment and Action (string Height can all play a part. If none of those are the issue then yes Neck angle or relationship of the nut to the bridge may be the issue and yes these wedges could help. Remove the neck and start with the thinnest and see what happens

will they fit a fender bass guitar?

I used them for my 65 reissue Jazzmaster but they were oversized and required me to shave them down quite a bit to fit. So, they might fit the neck pocket of a Fender Bass but couldn’t tell for sure.
