When did the material for the outer shell change? The cats no longer have any interest in it.

You can easily rub catnip over it to refresh that catnip scent or get catnip spray to peak their interest in it again. That's what I do with my cats' catnip toys.

Is it strong enough for a rough and too playfull cat?

It mostly is. I got mine for a cat who thinks he is a dog. He destroys everything we give him in no time! I've resorted so sometimes buying him small dog toys. This toy is a favorite of his. He holds the toy a literally sits there and rips into it with all his might. This toy is very tough and I recommend it, however I think my cat is the exception. It takes takes him a few days of tearing at is before the dynamite "explodes"!
