My plate to more of a platter size that is transparent in places .. is the material coloured ? Will I see it through the plate ?

Think of it like a light flesh coloured fabric Elastoplast. If your plate is widely transparent you will see the disc through it. I hung a 4inch diameter on a 12 inch rectangular platter so it will certainly hold the weight.

Can it be used to hang plates in garden? Is it safe for outdoor use

I doubt it as they have to be dampened to release plate from disc so if it got wet it would be disastrous.
